Is this legally binding?
Supervisory expectation. Not law. It is what your supervisor examines you against, which is not the same as optional.
Internal accountability: AIDA use approved by appropriate internal authority; accountability for internally developed and externally sourced models; management and Board awareness. External accountability: data subjects get channels to enquire, appeal and request reviews (Principles 7-11).
