What doing nothing costs
Article 4 has applied since February 2, 2025. It is not a future project. What arrives on August 2, 2026 is the enforcement power to ask you about it.
A completion certificate proves someone sat through a video. The obligation, as rewritten by the Digital Omnibus in July 2026, is to take measures supporting the AI literacy of the people operating your AI systems, and measures you cannot evidence are measures you cannot show you took.
When a regulator, a customer's security questionnaire, or your own board asks what your people actually know, somebody has to produce a file. Usually that person is you.

What a defensible program looks like
Whoever you buy from, these are the properties that survive a question from a regulator, a client, or your own board. Use them as your checklist.
- Role aware training, because the duty scales with what a person actually does with AI, not with their job title.
- A pass gate per topic, so completion means demonstrated understanding rather than time on page.
- Applied judgment, not recall: people are asked what they would do in a real situation and are scored against a rubric.
- A per person record you can export on the day you are asked, showing what was covered, when, and how it was proven.
- Content that changes when the law changes, with the date of verification on the page.
