Binding, sectoral. Binding, but only for a defined population: one regulated sector, or the federal government and the vendors it buys from.
Defined term in the TRM notices: a system whose failure will cause significant disruption to the FI's operations or materially impact its service to customers, such as a system which processes time-critical transactions or provides essential services to customers.
