GUIDANCE definition: any technical and/or financial measure that meaningfully restricts data access in whole or in part, e.g. paywalls, registration requirements, authentication mechanisms, bot blockers and CAPTCHAs. A barrier does not automatically make data non-public; assessment is case-by-case.
