'Notifiable Data Breach' (s 26B)

Is this legally binding?

Binding. Binding law. It applies to everyone in scope, whether or not anyone points at it.

A data breach is notifiable if it results in, or is likely to result in, significant harm to an affected individual, or is or is likely to be of significant scale (affecting not fewer than the prescribed number of individuals). Purely internal breaches are deemed not notifiable.
