Thermal throttling

The automatic reduction of CPU and/or GPU clock frequencies by the processor's thermal management unit when the die temperature exceeds a thermal threshold. On Jetson Orin, this is managed by the DVFS (Dynamic Voltage and Frequency Scaling) controller; on Raspberry Pi, by the firmware. Throttling protects the processor from damage but reduces node execution performance. Visible in `tegrastats` (Jetson) as reduced CPU frequency and in `vcgencmd measure_throttled` (Pi) as a non-zero throttled bitmask. Prevented by adequate active cooling and correct nvpmodel configuration.
