What is a verifiable AI literacy credential?

A verifiable AI literacy credential is a completion record an outside party can independently confirm and inspect: it is tamper-evident (cryptographically signed), resolvable (a checkable URL), and inspectable (it shows which assessments were passed, with scores). That is what separates it from a certificate of attendance, which can be edited and cannot be checked.
What is a verifiable AI literacy credential?
A completion record that a third party can independently confirm and inspect, rather than take on trust. At minimum it is tamper-evident (cryptographically signed), resolves at a checkable URL, and states exactly what was assessed and passed. The strongest form records per-topic mastery with scores, so a reviewer sees demonstrated capability, not just a name and a date.
How is it different from a certificate of completion?
A certificate of completion asserts attendance: someone finished a course. A verifiable credential lets an outside party check that assertion and look inside it, without contacting the issuer. A PDF certificate can be edited in a browser; a signed, resolvable credential cannot be altered without breaking its signature.
What makes a credential 'verifiable'?
Three properties: it is tamper-evident (a cryptographic signature that any change would invalidate), it is resolvable (a link or code anyone can open to confirm it is genuine and current), and it is inspectable (the record shows what was actually assessed). Missing any one, 'verifiable' is only a label.
Why does a verifiable credential matter for EU AI Act Article 4?
Article 4 asks organizations to take measures to support AI literacy and, in practice, to be able to show they did. An assessed, signed, checkable per-employee record is far stronger evidence than a sign-in sheet or an unverifiable PDF, because an auditor or customer can confirm it independently. It supplies the training-evidence part of an Article 4 file; the organization still maps it to its own roles and risks.
