Does a spending limit belong to the agent or to the principal

Card networks are building ways for a merchant to recognise an agent, and bankers are calling for transaction limits on agents. Nobody has settled whether a limit attaches to the agent, so it holds across every account it touches, or to the principal's account, so a second agent can spend the same money again.
