Sequencing
The order in which people learn about a change. The rule: every specifically affected individual hears it one to one, from an accountable person, before any group channel, with group and broadcast following closely after so no one hears secondhand. In collective settings, consultation with representatives may lawfully have to come first. (see Topic 9.5)
