The ledger, or one record

Every record carries an ID of the form CPS-YYYY-NNNN in its URL. The ID is permanent: a record may be corrected or re verified, and the changelog will say so, but the ID is never reused and the URL never moves. Cite the record page when you rely on one row, and the ledger when you rely on a count.
