The four kinds of connection

Contains

The document tree. A chapter contains its articles, a section contains its own. Read straight from the structure of the published text.

Cites

One provision names another provision of the same act. Found by matching article references in the text, with references to other instruments excluded so a mention of the Charter never becomes an internal edge.

Defines

The definitions article to each term it defines. One node per defined term.

Explains

A recital to the article it explains. Where the recital names the article, the link is certain. Where it names none, the map matches it to the closest article by wording and marks that link as inferred. Inferred links are drawn dashed and labelled in the reading panel, so no one mistakes a guess for the text.

The datasets, in their own words

Each build records how it was made. These notes are printed exactly as the data files state them.

What this map does not do

• It does not tell you which act applies to you. Scope turns on facts about your organisation that no dataset holds.
• It does not rank obligations or claim that two provisions are equivalent. A citation means one text names another, nothing more.
• It does not carry national implementations. NIS2 is a Directive, and the law that binds you is the transposing law of your Member State.
• It does not carry consolidated amendments for these three acts. The published texts behind the datasets are the ones cited above. The EU AI Act, which is amended by the Digital Omnibus, is held in its own explorer, where the amendments are shown against each provision.
• It is a study aid. The official texts are always the authority.
