Britain's one physical AI statute is about vehicles, and it makes an entity, not a driver, answer for the machine

The Automated Vehicles Act 2024 builds an authorisation scheme around a self driving test: a vehicle qualifies if a feature lets it travel autonomously, safely and legally, with nobody monitoring for immediate intervention. An authorised self driving entity carries responsibility, and the Secretary of State must publish safety principles that Parliament approves.

  • Section 1(5): a vehicle travels autonomously if it is controlled not by an individual but by equipment of the vehicle, and neither the vehicle nor its surroundings are being monitored by an individual with a view to immediate intervention.
  • Section 2(2): the safety principles must secure that authorised automated vehicles achieve a level of safety equivalent to or higher than careful and competent human drivers, and that road safety in Great Britain is better as a result.
  • Section 2(6): the statement of safety principles takes effect only if both Houses of Parliament resolve that it should.
  • Part 3 chapter 2 creates statutory inspectors to investigate incidents involving authorised automated vehicles.

The machineStated
Authorisation replaces type approval alone: a feature is authorised for defined locations and circumstances, and can be varied, suspended or withdrawn.legislation.gov.uk, Automated Vehicles Act 2024, section 1, primary source, 20 May 2024.
The AI inside itStated
The statute regulates behaviour and outcomes rather than the design of the model, and the yardstick is a careful and competent human driver.legislation.gov.uk, Automated Vehicles Act 2024, section 1, primary source, 20 May 2024.
LiabilityStated
An authorised self driving entity must exist and answer for the vehicle while the feature is engaged, which moves responsibility off the person in the seat.legislation.gov.uk, Automated Vehicles Act 2024, section 1, primary source, 20 May 2024.
Workers and bystandersStated
Incident investigation by statutory inspectors, with powers over persons, premises and road traffic, is written into the Act.legislation.gov.uk, Automated Vehicles Act 2024, section 1, primary source, 20 May 2024.

What it changes

For a robot maker or a deployer

If you put a driverless vehicle on a British road, the thing being licensed is your organisation as much as the vehicle: you need an authorised self driving entity, an authorisation for defined conditions, and evidence measured against the careful and competent human driver benchmark. Build the incident evidence pipeline early, because statutory inspectors can compel it.
