The British statute came from a law reform project, and that report is the closest thing to a rationale a regulator will read

What it changes
For a robot maker or a deployer
When a British regulator asks why a rule reads as it does, this report is the answer, and it is public. Use it to predict how the authorisation scheme will be applied and where the discretion lies. It is also the model other countries copy when they write a driverless scheme, which makes it worth reading even outside Britain.
