What it changes
For a robot maker or a deployer
Korea's humanoid programme is an alliance the ministry convenes, not a law, and its stated agenda puts training data and components ahead of safety rules. If you want a Korean partner or customer, this alliance is the room where those partnerships are being formed, and the regulatory improvement it names is aimed at adoption rather than at new duties on makers.
