Germany's federal robotics programme is a research ministry action plan with a booster for embodied AI, and it funds rather than regulates

The Federal Ministry of Research, Technology and Space publishes the Aktionsplan Robotikforschung, version 1.1, dated June 2025, with four action fields and a decentralised Robotics Institute Germany at its core. On 15 January 2026 the ministry's electronics research portal announced the KI-Robotikbooster, a flagship measure of the Hightech Agenda Deutschland with lead projects for multipurpose robots and showcases for embodied AI. Neither document imposes a duty on a maker.
