Conversational Artificial Intelligence Services; Minors
HB 2311 (57th Legislature, 2nd Regular Session, 2026)
Passed both chambers in June 2026; would have required operators of conversational AI services to disclose the AI to users, bar engagement rewards for minors, bar sexual content and sexual prompting, and offer parental controls for account holders under 13, with civil penalties of 1,000 dollars per violation capped at 500,000 dollars per operator. Vetoed by Governor Hobbs on June 19, 2026, one of 88 vetoes that day; her letter objected that the bill limited damages to families and barred them from bringing their own suits. Arizona therefore has no chatbot statute while twelve other states do.
