The first national GenAI rulebook globally. Applies to services offered to the public (R&D and enterprise-internal use exempt). Content must uphold socialist core values; providers must ensure lawful training data, protect IP and personal information. Article 17: services with 'public opinion attributes or social mobilization capabilities' must pass a security assessment and complete algorithm filing before launch, the de facto licensing gate. This is why ChatGPT is unavailable in China.
