How to read each stack

The three regimes do not just say different things. They are organised differently, so the order you read them in changes what you find.

European Union: The Pyramid

One regulation, four risk tiers, two years of phased deadlines. The law text is the map.

United States: The Patchwork

No map. Triangulate: executive orders for direction, state statutes for the binding rules, agencies for enforcement.

China: The Registry

Read the registry. If a service is filed it is legal, and if it is not filed it does not exist. Vertical rules fill in per technology.
