America's first comprehensive state AI law: risk-based, covering 'high-risk' consequential decisions with a duty of care against algorithmic discrimination. It never took effect: delayed once, sued by xAI (9 Apr 2026), opposed in court by Trump's DOJ (24 Apr), stayed by a federal judge (27 Apr), then repealed-and-replaced by the much weaker SB 26-189 (14 May 2026).
