A Dutch national interim decision of February 2022 defined a hyperscale data centre as one exceeding 10 hectares with electrical power of 70 megawatts or more and suspended new establishment nationwide outside two named municipalities. Amsterdam and Haarlemmermeer had already capped local growth in megavolt amperes to 2030.

An operator should note that the Dutch instrument is a planning rule with numeric triggers, so the size of the building and the size of the connection both decide whether a project is lawful. A utility should expect the cap to be expressed in apparent power at the local level. A community should see that the earliest European limits on data centre growth came from spatial planning, not from energy regulators.
