A special action plan jointly issued in July 2024 by the National Development and Reform Commission, the Ministry of Industry and Information Technology and two central bureaus set an average power usage effectiveness for data centres of below 1.5 by 2025 and an increase in the renewable energy utilisation rate of 10 percent a year.

An operator comparing efficiency regimes should note that China set a national average rather than a per site ceiling, which is a different instrument from the German statute. A utility should read the renewables ramp as the binding half of the plan.
