Measured efficiency has not moved: a weighted average PUE of 1.54

The Uptime Institute Global Data Center Survey 2025 reports that respondents' annual power usage effectiveness had a weighted average of 1.54, the sixth consecutive year the headline figure has virtually stood still. The survey ran online from April to May 2025 and drew more than 800 owners and operators.

For an operator, a utility or a community

An operator claiming an industry wide efficiency improvement should reconcile it with a figure that has not moved in six years. A utility evaluating an efficiency commitment in a connection agreement now has a benchmark to test it against. A community told that new facilities are far more efficient than old ones should ask for the site's own number, because the fleet average includes a quarter of facilities over sixteen years old.
