A third-party certification issued by a CAC-and-SAMR-accredited body attesting that an exporter's cross-border processing meets PIPL's protection standard, given a complete operational framework by the October 2025 Certification Measures (effective 1 January 2026), best suited to high-frequency, intra-group, or platform-wide transfer patterns.

A written attestation by an accredited outside body that your organization's management system (or product) conforms to a published standard, within a defined scope, at a point in time, maintained through periodic surveillance audits. A certification is not a determination of legal compliance and does not bind any regulator.
