Deployer (EU AI Act)
Any natural or legal person, public authority, agency, or other body that uses an AI system under its authority, except where the system is used in the course of a personal non-professional activity (Article 3(4)). Deployers of high-risk AI systems have distinct obligations under Article 26, including appropriate technical and organizational measures, human oversight assignment, and logging. These obligations cannot be transferred to the vendor by contract, though the vendor contract must supply what the deployer needs to discharge them.
