An operator seeking an Irish connection is now buying generation as well as capacity, and the answer depends on where the site sits on the network rather than on which region it is in. A utility elsewhere should read this as the most explicit example of conditioning connection on the customer bringing its own supply. A community in a constrained area has a regulator's test it can point to when a proposal arrives.
