Open question: does behind the meter generation escape interconnection rules

A campus that builds its own generation and sits behind the meter can argue it is not asking the grid for anything. Regulators disagree about whether that is true when the site still relies on the network for backup, for exports, or for reliability. The federal rulemaking on large loads reaches shared points of interconnection but has produced no final rule.

A community should ask whether a self supplied campus still leans on the shared network on the worst day of the year.
