Japan wrote robot rules into occupational safety law in the 1980s, and they still govern every industrial robot there

Section 9 of the Ordinance on Industrial Safety and Health, made under the Industrial Safety and Health Act, governs industrial robots in three articles. Article 150-3 controls teaching work inside the operating range, article 150-4 requires fences or enclosures during operation, and article 150-5 requires the robot to be stopped and the start switch locked for inspection.
