- MIIT's interpretation gives the 2025 milestone as breakthroughs in brain, cerebellum and limb technologies, batch production, demonstration applications, and exploring effective governance mechanisms and means.
- The 2027 milestone is a safe and reliable industrial and supply chain system and overall strength reaching world advanced levels.
- The document sets five task areas; the supporting capability area names a sound industry standards system, testing and pilot verification capacity, and stronger safety governance capacity.
- The humanoid brain is to be built on large AI models, with a cerebellum for motion control; the notice page carries the covering notice, and the interpretation carries the substance.

- Safety appears as a capacity to build, testing, pilot verification and safety governance, rather than as a requirement a maker must meet today.MIIT science and technology department, interpretation of the Guiding Opinions, primary source, 2 November 2023.
- The AI inside itStated
- The document directs the humanoid brain to be developed on large AI models and the cerebellum on motion control algorithm libraries, so the learned layer is the policy's centre.MIIT science and technology department, interpretation of the Guiding Opinions, primary source, 2 November 2023.

- The interpretation names no rule on the recordings a humanoid makes; the data question is left to the standards work that followed.MIIT science and technology department, interpretation of the Guiding Opinions, primary source, 2 November 2023.
What it changes
For a robot maker or a deployer
China set the direction three years before anyone else wrote a humanoid rule, and it named governance as something to be explored alongside production rather than after it. For a maker, this document is the reason Chinese standards work on humanoids is moving fast, and the reason the standards that emerge will be industrial policy instruments as much as safety documents. It binds nobody by itself.
