What it changes

For a robot maker or a deployer

A standard system is a map of the standards a body intends to write, not a standard, and this one is known to the atlas only through state media. Treat it as the table of contents for the drafting series on the standards platform, and do not cite it to a customer as a requirement until the ministry text is read.
