Beijing issued an embodied AI innovation and industry action plan for 2025 to 2027, document 2025 number 36, on 28 February 2025. Shanghai issued its embodied AI industry implementation plan, document 2025 number 6, on 28 July 2025. Both set 2027 targets, both promise their own standards work, and Shanghai attaches project support of up to 30 percent of investment.

Two Chinese city governments are funding the supply side of humanoids and writing their own data collection and test verification standards while national standards are still in drafting. For a maker, that is where pilot sites, test beds and customers are being created, and it is also where local technical requirements will appear first. Neither plan binds a maker; both decide who gets paid.
