Is this legally binding?

Binding, sectoral. Binding, but only for a defined population: one regulated sector, or the federal government and the vendors it buys from.

TRM notice applying to operators and settlement institutions of designated payment systems and to holders of a payment services licence providing digital payment token (DPT) services. The DPT extension took effect 6 November 2024 (formerly Notice PSN05, revised 6 Feb 2024). Same core requirements including the 1-hour notification and 14-day report.
