The short answer

Singapore has no AI statute, so there is no single document to read. There are 27 instruments, and only 78 of the 519 entries below carry binding force. Everything is grouped by what it can actually do to you, heaviest first.

By legal force

Binding

Binding law. It applies to everyone in scope, whether or not anyone points at it.

61
Consultation

Proposed, not final. Read it, plan for it, and do not treat it as settled.

44
Guidance

Voluntary guidance. Best practice, not obligation, until a contract or a regulator cites it.

358
Emerging

Not in force yet. Expected, and not something you can be held to today.

Common questions

How many AI instruments does Singapore have?
Ten core instruments issued by four agencies, plus the ASEAN regional ring and external standards. This page lists every one of them, together with every section, obligation and concept inside them, grouped by legal force.
Is the PDPA the only binding AI law in Singapore?
For the economy as a whole, yes. The Personal Data Protection Act 2012 is the only binding general instrument that reaches AI. MAS Technology Risk Management Notices bind in addition, but only for MAS regulated financial institutions.
Is MAS Consultation Paper P017-2025 in force?
No. It is a consultation draft on AI risk management for financial institutions, proposed and not final. It is labelled consultation everywhere in this Navigator, and it should not be treated as a deadline.
