Write the principles into LLM contracts

Is this legally binding?

Binding, sectoral. Binding, but only for a defined population: one regulated sector, or the federal government and the vendors it buys from.

Agencies must include compliance terms in new LLM contracts and revise existing ones. OMB guidance was directed within 120 days of the order. National security systems are excluded.
