Binding, sectoral. Binding, but only for a defined population: one regulated sector, or the federal government and the vendors it buys from.
Within 60 days, Treasury, NSA and CISA are to build classified benchmarking of AI cyber capability, designate covered frontier models, and design a voluntary framework under which developers give the government 30 day model access.
