Annex III

The list of standalone high-risk AI domains attached to Regulation (EU) 2024/1689, comprising eight areas: biometrics, critical infrastructure, education, employment, essential services and benefits, law enforcement, migration and asylum, and administration of justice and democratic processes. AI systems falling within an Annex III domain are presumed high-risk under Article 6(2), subject to the Article 6(3) filter.

The annex of the EU AI Act listing the categories of AI systems classified as high-risk, including (point 4) employment and worker management, (point 5(a)) access to essential public assistance benefits and services, (point 5(b)) creditworthiness evaluation and credit scoring, and (point 5(c)) risk assessment and pricing in life and health insurance, among others.

The list of eight areas whose use cases make a system high-risk through Door 2: biometrics; critical infrastructure; education; employment and worker management; access to essential private and public services and benefits; law enforcement; migration, asylum, and border control; and administration of justice and democratic processes.

The list of high-risk use areas (including, for example, recruitment and worker management, creditworthiness, and certain public services) that drives high-risk classification under Article 6(2); a system used in an Annex III area is a candidate for the high-risk regime, subject to the Article 6 filter.
