The EU's robotics plan is one section of the Apply AI Strategy, and it funds uptake rather than rules

The Commission communication COM(2025) 723 of 8 October 2025 devotes section 2.2 to robotics, which it calls physical AI. The action is a Catalyst for the uptake of European Robotics with the AI Data and Robotics Association, plus funded sectoral acceleration pipelines. It is industrial policy, and it creates no obligation for a robot maker.

What it changes

For a robot maker or a deployer

There is European money for adoption, and there is a named door to it, but nothing in this strategy changes what you must prove to sell a robot. Treat it as a customer subsidy and a route into consortia, and keep your compliance plan anchored in the Machinery Regulation and the AI Act instead.
