Europe collects site level data centre figures and keeps them confidential

Article 5 of Delegated Regulation (EU) 2024/1364 makes the European database public only in aggregated form at Member State and Union level. The Commission and the Member States must keep the figures for individual data centres confidential, treating them as commercial information under the access to documents and environmental information rules.

What it changes

For an operator, a utility or a community

An operator filing in Europe should not expect its individual water and energy numbers to appear in public, which is a real difference from the United States bills that would route reports to local governments. A utility cannot obtain a competitor's site figures from the database. A community wanting a specific site's draw will not find it there and must use national or local instruments instead.
