  • The strategy states that the EU should aim to enhance water efficiency by at least 10 percent by 2030.
  • It names data centres alongside battery production, semiconductors, hydrogen and microchips as key sectors that consume large volumes of often ultra pure water.
  • To promote water savings across data centres, the Commission says it will rate their energy efficiency and overall sustainability and propose minimum performance standards including for water consumption.
  • It records that only 2.4 percent of wastewater is reused in the EU, with Member State figures ranging from zero to 80 percent.
  • The Commission intends to develop common benchmarks in the review of the strategy in 2027.
  • A Communication is a policy document, not a binding rule.

What it changes

For an operator, a utility or a community

An operator in Europe should expect its water number to become a rated number, not merely a reported one. A utility supplying an EU site should watch the same instrument, because a water performance standard changes what a connection can be conditioned on. A community in a water stressed EU region now has a Commission document that names data centres as a water intensive sector, which is a citable fact in a local objection.
