An operator competing with public compute should know how much of it exists and who funds it. A utility hosting one of these sites is serving a publicly funded load with published governance, which is easier to plan around than a confidential hyperscale campus. A community near an AI factory can find the site named on a Commission page rather than behind a non disclosure agreement.
