The pattern in this sector

Facial recognition is the most enforced AI category in Europe by a distance, and one company accounts for most of it. Three national authorities fined Clearview AI on materially the same facts inside two and a half years, and none of them has been able to collect. Under the AI Act, building a facial recognition database by untargeted scraping is now a prohibited practice under Article 5(1)(e), carrying the highest penalty tier in the Act.
